Shelagh Whitley - Overseas Development Institute (ODI)

Shelagh Whitley is a Research Fellow at the Overseas Development Institute (ODI), the UK’s leading independent think tank on international development and humanitarian issues. Her research focuses on private climate finance and the role of subsidies in shaping private investment. Prior to joining ODI, she worked in carbon markets, clean energy finance, and climate policy development within the public and private sectors. From 2006-2011 Shelagh worked for Camco, a carbon project developer, working on the origination, execution, and financing of compliance and voluntary carbon projects. She was the Chair of the Carbon Markets and Investors Association (CMIA) Voluntary Market stream from 2007-2009, and is currently Vice-Chair of the Technical Advisory Committee of the Gold Standard. Prior to working with Camco Shelagh was a Project Manager with The Climate Group where she ran the finance sector leadership group, and contributed to the development of the Verified Carbon Standard (VCS).
